WAA+A Principal Appraiser Susan Welsh is USPAP certified and adheres to the Code and Ethics of the Appraisers Association of America, the premier national association of tangible personal property appraisers who focus on fine and decorative arts. The Uniform Standards of Professional Appraisal Practice (USPAP) is written by the Appraisal Standards Board of the Appraisal Foundation in Washington, DC. The Appraisal Foundation is a congressionally sanctioned, not-for-profit organization, established in 1987 and dedicated to the advancement of professional valuation for appraisers and users of appraisal services to ensure public trust in the work performed by appraisers.
Our services include onsite examination, in-depth market research, and substantiated, actionable reports explaining and supporting the valuation conclusion. All appraisal reports are USPAP compliant. We have experience with a wide range of fine art appraisal assignments, including insurance scheduling, loss of value, non-cash charitable donation, estate and gift tax, collection management, plus divorce and property division. We provide independent and objective third-party analysis and assessment of an appraisal report’s completeness, accuracy, adequacy, relevance, and reasonableness. The purpose of an Appraisal Review is to determine whether or not an appraisal is actionable and reliable for its stated use. In situations of disagreement or uncertainty about an artwork’s value, an Appraisal Review provides a second opinion.
When a full appraisal report is not required, we provide general art valuation studies. This guidance may be helpful in determining the range of value of one work of art or of an entire collection. Our knowledge of primary and secondary art markets, plus the art world and the factors that affect value, allow us to provide clients with well-researched valuation reports and art market intelligence. Valuation reviews are essential to helping clients curate dynamic and meaningful collections that align with both aesthetic interests and art investment strategies.
Fees are based on a rate of $150 per hour, and correspond to the type and level of services rendered. There is a four-hour minimum for insurance appraisals and an eight-hour minimum for tax appraisals. For some assignments, a project-based fee is more appropriate. Charitable contribution appraisals require extra time to prepare and an increased level of due diligence to ensure compliance with IRS regulations. Estimates are based on the amount of time that we believe it will take to examine, evaluate, and research the property, and then to prepare the Appraisal Report. Appraisal fees are in no way related to the value of the item(s) being appraised. An engagement letter and written estimate are provided in advance. We charge an additional travel fee for locations outside Georgia.
